Help: Paint discoloration?

I am more concerned with the bumper. Any recommendations on how to get this off?

I normally use Meguiars G7164 Class Shampoo Conditioner to wash my car, but I have gone through an automatic car wash 4 times, and a do-it-yourself probably 24 times. I don't use the brush, but just want to spray the vehicle down from street grim during a busy week or if its raining a lot. These weird discolorations are more noticeable along the lower portions of the bumper and the grill.

This is matte black grille I purchased off of ebay, at first I thought the grille was just low quality and decided to replace it with iND, but upon further investigation I notice this stain elsewhere on the grill as well.

could it be the part was just cheaply & poorly made, hence the discoloration.

Stock bumper? No. The grill maybe but the side shot shows dripping.

Is that the plastic part of the bumper? Looks like what happens when wax gets on matte and plastic parts.

Ya, but I haven't waxed my bumper...I guess I can try one of those black sponges from meguires for trim.
