Does your city driving include numerous long cycled red lights?

Tunes will probably murder any mileage no matter how you drive. 260 sounds really really low, even if you frequently rev it up to 4-6k rpms you should be at 300 mpg minimum. Unless you're definition of "hardly gas it" is "i usually have it at 5k rpm, but I never hit 7k", you may have a gas leak somewhere |

Supposedly those with JB4's say it doesn't affect mileage at all, unless of course you're pushing the pedal down hard a lot. Which would give you bad gas mileage without the tune. The tune basically allows for more boost, so unless you're pushing it into boost a lot there should be no difference in mpg. /shrug |

I gave Eco Pro a chance through a whole tank. Didn't like it, especially how stiff the accelerator pedal got. If Eco Pro only stiffened the pedal half as much as it does, I would probably use it as my primary mode.
