You don't come to a car forum to report this, you go to your state's AG's office or department of highway safety or whatever it is called where you live. You go fullbore after those responsible for the FRAUD. Jeepers, this isn't rocket surgery.

I suspect that the demand for these chips may increase in Europe. Different EU countries are planning on taxing vehicles by the kilometer/mile in a few years. The most likely scenario is that authorities will use the built in odometer, as every other tracking device would be an intrusion of privacy.
Of course that means that, in addition to fraud, using such a chip would also get you charged with tax evasion.
Oh and boohoo he's trying to sell contraband. Bandwagon jump.
