is this tire safe to mount

tear doesn't cross the lip, but i'm not sure how i feel about it.

Hard to tell from the pics but take it to a tire shop and they can tell you for sure. From the looks of it, that is part of the bead and may not seat but its also on the inner part of the bead so depends on if there is any splitting that goes down further.
