Theoretically, you can negotiate anything.
But my understanding is that the general consensus surrounding these fees is that they are fair and usually not negotiable. |

Dealer is charged them and they are not something you can take off.

ED since its not delivered to the customer in the US does not have these fees. The euro delivery department actually records the sale
