Story:

After listening to more than 8 hours of evidence over two days, a coroner's inquest jury took just 30 minutes to determine Billings Officer Grant Morrison was justified when he shot and killed an unarmed man in April.

Chief Rich St. John, who testified at the hearing, agreed.

"Our officers, as well as any other officer in the country, are authorized to use deadly force when there is an imminent threat of serious bodily injury or death," St. John told the jury during his
testimony.

Morrison testified that the actions of Richard Ramirez, who was killed during the encounter, left him no choice but to use deadly force.

"It was his left hand that was most concerning because he repeatedly refused to follow my commands to keep his hands up," Morrison said. "He continued to reach down to the area along his waste that I couldn't see whatsoever. I couldn't see what he was reaching for. I couldn't see
where his hand was, it completely disappeared from my view and it was making me more and more afraid."

Ramirez was killed when Morrison fired three shots.

Montana Police Law Enforcement Academy Instructor Mike McCarthy argued that fear, paired with continued non-compliance, puts officers in a dangerous position.

"I believe whole-heartedly that any officer, knowing and feeling what officer Morrison knew, would do the same thing," he testified.

Morrison told the jury he regrets having to shoot Ramirez.

"The hardest decision I've ever had to make," he said. "I wish I didn't have to make it. I wish I just knew he didn't have a gun, but I couldn't take the risk. I couldn't take the risk of him having a gun.
And I wanted to go home to my family and I wanted to see my son grow up.

Ramirez did not have a gun, but tests showed his blood contained a deadly level of methamphetamine.

The drugs could explain Ramirez's failure to comply.

But it was the video of the shooting, which the jury viewed again during their deliberations, that had arguably the biggest impact.

"My hat's off to law enforcement in Yellowstone County because they have embraced the technology available to them," said Yellowstone County Attorney Scott Twito after the verdict was announced. "And the video is really uncontroverted. The video shows in this case all the interaction
that led to the death of Mr Ramirez."

Although the jury decided the shooting was justified, BPD has yet to release findings from its internal shooting review board.

Those findings are expected to be released in the near future.

Cops get shot at all the time and have to make split second decisions. Granted the guy was high and probably couldn't tell the difference between his ass and his hand, but always comply with the cop, especially if he's screaming "keep your hands up or I will shoot you!" Sort out the legal crap after the fact.

Maybe TXstyle...you should become a cop. Obviously you'd know exactly what to do, and it would never involve shooting someone.

Bunch of armchair quarterbacks online here that use hindsight to simplify the circumstances. Why don't you join the force if you are really that much better?

It's pretty simple an officer tells you to put your hands up/headrest whatever it is you do it, it's simple. Obey to the law and you will be fine. It's pretty sad that he was unarmed and died, but from an officers pov might look like actually he was reaching for a gun. It's sad but an officers job it's to exercise the law and we have to respect those laws.

That’s right, this #BlackLivesMatter protest leader shot an unarmed man:

“Hey, he rushed me… I shot because he was in that zone, I didn’t see him armed, he came clearly to do some harm to my person.

It’s hard to make that call; it shakes you up.”

It sure does. It ‘aint easy being a cop.

In the second scenario, Maupin attempted to break up an argument that started to get physical. One of the unarmed subjects rushed him and Maupin fired his weapon on him.

In the third scenario, a burglar refused to comply when Maupin tried to arrest him and obtain what the bad guy had tucked in his waistband.

As Maupin told Fox 10 Phoenix:

“I need you to keep your hands up, sir, I need to check what’s in the waistband.”

No shots were fired, but there was a knife in the waistband.

Maupin came out of the training a changed man:

“I didn’t understand how important compliance was, but after going through this; yes my attitude has changed, this happens in 10-15 seconds. People need to comply for their own sake,” he said.

Maupin took to Twitter to praise police for the training they go through, and warn suspects about the importance of complying with police demands (as Michael Brown and Eric Garner did not):

Uh, oh…his fellow protesters are not going to like that. But we have to salute Rev. Maupin for open mind and change of heart after being presented with the reality America’s cops face every single day.

The problem is parents not using discipline on their kids, so when they come out into the real world they have no idea they will be shot when they assume a cop does not have to be listened to.

Undisciplined kids should be made to participate in a terrorist version of "Scared Straight" where they will kill if you don't obey.


That cop seemed so badass.. and calm. It's scary how many ppl he could kill though if he keeps doing this, with all the stoners and uncooperatives out there.

Not surprised though that no one who piped up about how cops are so awful and doing such a lousy job have declined to try to make things better by joining the force. Really not surprising at all.

Brilliant post. Much effort or did you just start typing?

I have several good friends that are cops. Two of which I work out with regularly and we discuss topics like this often. I can tell you this, Police are HUMAN and as such will and do react differently. And none of the guys I know would be cursing and shouting profanities at individuals like this guy did.
You never know if the individual/suspect is suffering from emotional issues dopped up to the point they can't comprehend commands. The screaming and profanity, I and others do not believe helped matters. Just like you want to say the cop has split second decisions to make, the individual may be afraid to move a finger for fear of being shot. Who knows...
We do know however, that the suspect now deceased was unarmed.

Lol some people in here are retarded "listen to cops and don't get shot" .. Really? Those are the two choices people have? Listen or die.. Cop shoots someone 3 times and than says stop moving lol fkn joke. He shot way to soon, he was pointing the gun at him already so even if the guy had a gun and tried pulling it out the officer would have shot first. He is suppose to be "trained" for situations like that but made a decision like a high school kid.

Still... In this order, there's mace, batons, tasers, and perhaps a nonlethal shooting as a last resort (like I'll pill your hands so you can't shoot me). How does other developed nations deal with violent criminals, but still not manage to fire off shots? Germany only had 109 die at the hand of law enforcement since 1998, when there were perhaps thousands last year in the US alone. It's shit like that that had me thinking seriously about emigration last year.
