I think those come with the Luxury Line. Maybe not though. I know M Sport is blue, Sport Line is red, so it makes sense for Luxury to be different too.

I don't think so, no. Only no-line, Luxury, Sport, and MSport.

The F30 Modern Line was cancelled for the US market for the MY 2014. With it's oyster-colored steering wheel, it was pretty hideous, IMO. The textured wood trim, however, was pretty cool.
