Xenon adaptive headlights not swiveling

When my car is in neutral and turn to the left my xenon lights remain straight, Does not swivel. When I turn right it works. Is there an issue?

No issues there. If you are stopped at a traffic light they don't want you to blind oncoming traffic. Once you get going they will turn left again.
