Not quite. You have to have what is usually referred to as a lifetime FSC. The real FSC is basically a cryptographically secure certificate that will expire at a certain date and when you pay BMW you get a certificate that is updated each year.

Only BMW can create these FSCs for real.

If you buy a lifetime FSC (not from BMW) you get a hacked version of firmware essentially that either includes a different CA to validate a different certificate (with a longer date) and thus allows any map or just ignores the cert completely. I'm not sure of the exact workings but that's essentially how it would have to work to get around the FSC.

It also allows things like Carplay to be activated since that is FSC activated as well.
