B58 intercooler expansion tank is cold and has cold fluid

Hi everyone, should the intercooler expansion tank (the small one) feel cold after driving…? I opened up the hood today to top up on the windshield washer fluid and noticed that the main tank (high temp expansion tank) was warm/hot but when I placed my hand over the little tank, it felt cold. When I removed the cap to inspect the inside to see if there was any coolant in there, I found it to be just in the right level. However, since the tank felt cold, I went ahead and felt the fluid with my finger and it felt ice cold or cold like cold water from the tap. Is this normal?

I don't know about ice cold, but I think that's probably good. It should keep the air cold. And the whole circuit is just for some air, so how hot can it get. You could scan for codes if the pump isn't working it will say, and try the low temp bleed procedure. Do a few back to back pulls it should get warm.

I think (but I'm pretty sure, from my experience with other cars also) that it should be cold.
