Can't get traffic to work in Montreal

Hi guys so after reading about people succesfully enabling traffic updates I made the following FDL code modifications below but when I try to check traffic on weekday mornings in Montreal it check for traffic information and then ultimately always comes back with No Traffic Messages currently available. Any idea?

3002 > TI_CA_TMC > aktiv
3002 > TI_TMC_REGIONAL > aktiv
3002 > TI_VINFO > aktiv

i did that also, no traffic information in Toronto.
