I'm almost positive I installed this correctly, but not sure why I cannot change maps.

First off, I have an EWG car. The JB4 is the original board which works with PWG and EWG cars.

So to installation, I left the boost solenoid and purple/black harnesses tucked and unplugged. Plugged in the other two harnesses where they belong (rainbow and brown I believe). Tapped the green and brown wires into the CANbus wires correctly (quadruple checked this step). Tune is working but can't change maps.

Are you using Posi-tap or OBd cables?
Make sure you have the correct firmware for either one

Posi-taps.

I guess that's my problem. I don't have a data cable so I'm not sure which firmware I'm on. So I assume I'm going to have to purchase a data cable and update it? The previous owner changed maps without any issues just by using volume up and down buttons.

If he changed maps without a problem and did not change the firmware since then you should be able to do the same.
Maybe you did not install the JB4 correctly
