Mysterious Wheel Movement on 3 Series

Saw this video from a Chinese forum. Any idea what's going on with this wheel? Seems like it moved left and right a little bit after a brake at a pretty low speed... My question is - is that just a normal character of the front suspension design or a design failure or a broken part?
