They are the e36 M3 light weight wheels that someone powder coated.

the center hub mass is too big, the angle on the spokes isn't quite right, and as far as I know, BMW has never engraved writing into their rims.

I believe those are style 22 - found on the 98 M3 sedan. the LTW wheels were 5 spoke (style 24 I think)

Correct, 24's were the real, forged LTW wheels, while regular E36 M3's either got 23's or 39's and 22's were the optional four season, non staggered wheels. The OP's picture looks like a 22. I think there were either two versions of the 24, one forged, and one not, or possibly later run E36 M3's offered them as an option.
