Just because the article says the engine will be developed from the 1M does not make it certain that will happen. It could easily be a souped up N55 with a larger turbo and stronger internals. It actually makes more sense to do the development work on what is now the mainline turbo 6 rather than on an engine that is being phased out.

I think they need to set the bar of the new M3 at 500bhp instead of 450.
450 will disappoint, considering the power current M3s and tuned 335is are making. While there's peace of mind in making that level of power w/o mods, I can't help but feel disappointed, as my butt is already used to the feeling of 450 I'll still want it, as the idea of a turbocharged M3 is so sexxxy, but I probably won't be 'wow'd'. I'd be looking closely at the new base C7 Corvette as a strong alternative (if they fix the interior and notchy MT).
