Should I fix the sings before installing front splitter?

I scratched up my front bumper on drivers side while parking, I was looking to install a front splitter anyway, but I noticed that a chunk is missing from a spot that won't be covered. How would you guys deal with it? Should I fix it first and how?

Only way to fix it right would be some body work (fill in the scrathes, sand it down) and repaint it.

If you already hit things without the splitter, do you think it is a good idea to get one that lowers the car even further in the front? LOL..

BTW that is the passenger's side unless you live in the UK.
