get some automotive grade 3M tapes from autozone or some auto part store.
cut 'em the size you want and apply on the reflector.

you can warm the tapes with hair dryer before you apply
but I will wait lil bit warmer days... above 60?

What if the thickness of the 3 m tape is not thick enough , it wont line it self up with the rest of the bumper, or it might stick out?

Glue - NO!
A few dots of clear silicon - Maybe.

Or find proper foam adhesive tape and try again. Stick with 3M.

the automotive grade 3M tape has some cushioning/foam.
Just make sure you don't stretch out the tape, when you apply to reflector.
When you install the reflector to back side of bumper, press down the reflector so make it align with the bumper surface.

and I do believe the reflector comes with 3M tapes pre-installed, like other diy parts like spoiler and trims.

check out the 3M tape in auto part store.
they will have them with different width and length. but the heights are about to be same.
