If I've had a persistent issue and I take my car to another dealership will they be able to see all the measures that have been taken to try and rectify the problem?

You could take your records with you...? I had a persistent issue with the transmission and wanted all the records so I could take it up with BMWNA. I had most of them, but couldn't find one. I asked my SA and he emailed me a scan of all the records. It didn't seem like a big deal at all.
