While there are some over the top BMWs and other cars on the American roads, most cars are OEM.

Each to their own. Modding a beautifully designed/engineered M5, however, is the equivalent of 'improving' the Mona Lisa, IMHO

In the UK there is a severe penalty from Insurers for car modification that is why it is not so popular. Interestingly enough the same insurance company on another EU market doesn't care about modification. Why is it so different in here where I have to inform those ...... that I changed my grill to a different colour than a factory one ( which costs about £50 and has no influence on anything apart from appearance).

That's what AC Schnitzer aim for. Like a BMW but more. Unfortunately the AC Schnitzer importer there, BMW Calgary, seems to have had a change of heart!
