Loose Headlight Washer Asembely

Anyone ever encounter this? I know the covers can pop off and I also recently found out in really cold weather its common for them to freeze. Does anyone know how they are held in?

From looking at the pics I found here it looks like they clip in :

I gave it a little nudge ( nothing super hard ) and now the assembly is all wobbly in the hole I can semi pull it foward into place but barely tapping it makes it loose again.

No idea what I did or how this became loose, Is this common or easlily fixed without taking the whole bumper off? Im hoping you can access from the wheel well or Im just overlooking an easy fix.

Turns out on the factory bumper it clips in, When you install an aftermarket "SELMA" Bumper they ask you to 3M Tape it to the inside and not like the factory config. So the body shop most likely didnt prep it correct and it fell into the bumper..

They re-did it for me ( go in thru wheel well ) and now its perfect.
