Headlamp washer covers

So this is a bit of a cosmetic thing for me, more of a annoying cosmetic thing really...one of my headlamp washer covers no longer sits flush..now its a bit more recessed and this annoys me. I have looked for answers on how the washers work ie is it on a bracket behind the bumper that has come loose or what? cant find anything on how its mounted

try to pull it up with a suction cup, do not apply to much pressure when pulling up.
