Question about secure coding

Hello

I heard about secure coding 2.0 and 3.0 in newer BMW models.
Could you explain me what does it mean for us, users?

Will it disallow us to code anything in BMW without original software / server access?

Even If I would have server access, would I still be able to do retrofits, turn off start/stop and things like that, or BMW will disallow all of this?
