Any good at reading law jargon?

Does this mean in October that I will no longer need a front tag? The dealer never put any mounting plate on my car and there are no holes in the bumper.

To me it reads that you have to carry the front tag in the vehicle and present it to an officer of the law on request.

I've had a decent amount of experience with legal documents. To me, it could be defined either way. The intent seems to be for vehicles that have no area possible to put the front plate, like some high performance sports cars. However, with the wording, you could argue that your vehicle did not come with a front plate mount or any way to secure it to the vehicle from the manufacturer.

Personally, I would keep the front plate off and take the risk. Unfortunately we have no laws like that in Hawaii. You need a front plate. :-(

You forgot the part where the bill needs to be passed for it to be law. It hasn't seen any action since February.

Even if and when passed, I think the two holes in the front bumper, and the free front bumper faceplate supplied by BMW, would disqualify BMW owners frm having to refrain from having a front license plate.

How can you hope to argue that your 3 series has not means to "secure and display" a front plate when 99% (?) of BMW cars in the world display a front plate? You are being silly.

+1

Should you be ticketed and then challenge it in court, the judge is going to literally laugh in your face.

as of right now there is no way to "Secure and display" a tag on my bumper. i have no bracket, no mount, no holes. so unless i modify my bumper there is no where to put one.

anyway, doesn't matter i guess since it hasn't passed.

It's moot. The vehicle is certified for USA. Thus, to maintain federal certification BMW asserts the vehicle will comply with all federal and state laws of USA. This would include providing a secure means to attach the front plate.

Bmw does provide the front plate holder. I suppose it might get trashed by the dealer if your dealer is in a state that has no front license plate like PA, for example.
