Nexen is turning things around and I don't think they're cheap. The lead marketing guy from Hankook who was responsible for the success of the R-S3 is at Nexen now, doing the same thing for their SUR4G.

I can see how you come about that question after the way I worded it. The marketing guy, solely, is not the only one responsible for drastically changing the quality of the company haha. It was just one example of the many changes a company goes through under a restructure. The SUR4G is a completely new product/compound (arguably better than the R-S3) so there is no "quality" comparison to begin with. It's a new company, with new products.

Some food for thought: what if I told you the quality of the tire is the same now as it was during the "cheap" days. Marketing is an act of selling a product and that's what someone can do to make a difference in "quality" that you think is lacking. Take wheel companies for example. A lot of them, although representing different brands, are made from the same factory. Same material, same mold even. But X is always better than Z, right?
