Im comparing it to the no name fuel Safeway and FasGas sell, these are not major players in the fuel business, nor are they top tier rated. Considering Safeway is a grocery store, I doubt they put much thought into their fuel.

Considering Safeway is a grocery store they don't have refineries. They buy their gas from sources that have refineries...like Shell.

I see tankers from the two nearby wholesalers/distributors making deliveries to all the local stations (Shell, Mobil, Speedway BP etc.). The additives have different brand names but the gas comes from the same sources.
