I have 2 brand new FOBs

I have 2 FOBs from my 2014 F33 that I unfortunately totaled.

Can these be reprogrammed to another car?

Are they worth selling?

If they are the original key fobs that came with your totaled car, then those fobs are useless to anyone else. You can sell it on eBay as a souvenir/ key chain, but not much more.

So you can't reprogram a key fob if it's already activated on another vehicle? I can understand the cut key part but not why wouldn't they allow reprogramming of the keys?

You might be able to, but no one has the tools to reprogram it, not the dealer or anyone else for the F30 key fob, except maybe at the factory. That was the info when I researched it. You can purchase a blank key fob for several hundred dollars and pair it to your car and that is the extent that you can to program the key fob to your car.

I dropped my key fob a few weeks ago and scuffed a little of the corner, so I was trying to get another and that's how I found out.

I did. I bought a new key fob on eBay from a seller in a similar situation like the OP and tried the pairing like a blank key fob and it did not work. Ebay refunded my money.

That really sucks!! I at least wanted to program them to my new car!

Selling them would of been a nice option as well.
