Anyone know which motor is powering this thing? Is it the old N54 (as it notes twin turbo) or a modified N55?

It is a hybrid of sorts... based off of the N55 BUT... Alpina uses a twin turbo setup like used on N54 engines. Alpina uses their own software and their own Bosch DME. In fact their engines earn a cleaner low emissions rating in the EU norm cycle than BMW's own engines. EU6. BMW's N55 is only rated at EU5. The higher the number the lower the emissions and tax based on CO2 in grams/kilometer traveled. Here are some pics of Alpina's B3 engine seen at the IAA Frankfurt Autoshow this last Sept. Why do we only get the B7 in the states?! I would love to have the D3, B3, and B4. I think they would be great sellers.

If these were available in N.A. I would strongly consider getting an Alpina variant. I'm sure the M3/M4 is going to carry a premium over the Alpina and I'm not sure if it would be worth the difference.
