If ACC is not activated, but collision warning is, it warns of a hazardous situation, and pre loads the brakes, but doesn't activate them until it thinks a collision is unavoidable, then it deploys the brakes to 'take the edge off' a collision. It won't stop the car though.
Exactly, that is what I said from the start. It will brake, but not to a standstill...
