Because 99% of new cars are delivered with flaws.
Also, after decontamination, I would almost always recommend at least a single stage correction just to remove any light swirls of scuffs from the dealers or poor wash technique or from decontamination.
We always give our new cars a single stage polish prior to any coating/sealant application.
