My brand new m3 wheel is the Same. I can confirm my car has come with a heated wheel from factory but doesn't have the button or cowling. It has never been changed either. Very strange! Just a case of the switch, cowling and coding. Although I'm fitting the new m3 one anyway. So now I've got a heated m sport wheel for sale haha
