It doesn't just shift at lower RPMs, in fact it doesn't always do that. If you keep the pedal to the metal it will ride all the way up the tach (kickdown switch engaged).

The main thing it does is remap the fuel curve to bring lots of the HP early on in the RPMs so as soon as you hit the gas you feel it! This is what so many people fall in love with.
