I love that our cars support hands free calling it makes it so much easier and safer if you get a random call. In The Netherlands this is a traffic offense which is actively pursued. The police uses coach buses with human surveillants peaking into every car on highways and registering every driver they see holding their phone in hand as well as portable smart cameras on overpasses that use AI to recognize violations.
The penalty is 350 euros plus 9 euros "admin fee". They don't need to stop you. You just get the fine by mail.
