$100 a wheel is way too cheap for a proper powder coating.

To do it correctly:
1) Unmount tire
2) Strip the wheel, chemically or with sand blasting
3) Fill in and sand any chips
4) Bake in an oven and cool
5) Powder coat
6) Bake
7) Powder coat again (optional)
8) Bake
9) Clear coat
10) Bake
11) Mount and balance tire

I’m sure somebody will spraypaint your wheels for $100 but nobody can do a proper job for $100
