I don't torque either..just tighten fairly tight. You do have to tighten the filter all the way until it stops turning or it will leak.
True, found this one out pretty recently. The dealer many moons ago put a green mark on the cap and housing so that when they line up the cap is fully tightened.
As for the drain bolt I just go with 'pretty tight'. Not the force of all of my weight behind but good n tight.
