30% tint means it allows 30% of light in. If they were to throw a light meter on your car right now it would read around 20% (30% of the factory 70%). I got a tint ticket years ago and thats what the meter read.
70% light transmission is the factory glass. they are now including tint % as part of NY INSPECTIONS. this means if you go to get your car inspected and it has tinted windows you will fail inspection and will not pass until you correct it and the light meter reads 70% or higher.
