I guess this is normally only for halogen headlights. This is not intended as range control, but as Gabreings wrote.
Xenons have always stock automatic height adjustment not to blind others (this works also dynamically during driving). Thus I don't see any sense to disable this function.
Maybe there is FDL coding possibility? But why would you do this?
