That would have been at the time of the twin battery saga? but nothing came of it,the scale was at the permitted level.As far as the oil burning goes before the start lots of smoke was seen exhuming from the cars but again there was no issue and other teams just had the 'Get Ferrari' syndrome.
I don't think the Ferrari smokes on start up anymore though. Their car had a tendency to smoke a bit back before the FIA imposed limits on how much oil can be burned. If there is any merit to the rumors, I'd guess that Ferrari revisited the oil burning tactic for this year after initially confirming to the regulations (which went into effect around the Italian GP back in 2017 IIRC).
