I don’t believe there is a drainage hole in that depressed area (which is there for the wiper in right hand drive cars) unless a hole was previously drilled to allow water to drain from that depression. I myself did drill a hole there but made sure it drained away into the proper drainage area. You should plug that hole if it’s not draining into the drainage area. Are you the original owner?
