These exact sorts of places used to exist many years ago... Like in the 60's and early 70's... you just rented the bays for as long as you needed and got on with it... Many folk in terraced streets, remember... and I particularly remember one we used to drive past on the outskirts of Bradford...
Cannot remember the last time I saw anything similar... They do sort of have wash centres in France, still...
I can see more and more this sort of thing coming back especially where water is scarce and can be recycled rather than going into drains... and then hose bans etc at home...
