If the production date has a real date, not 1-1-1, it is virtually guaranteed that the car was really built on that date and is on the road. 1-1-1 means the VIN and the build order have been generated, but the car hasn't rolled out of the plant yet.

I'm actually worried that they'll close this loophole. But I just couldn't keep it to myself.
