Usually a sign of cost reduction, I wish they would understand that in most cases cost reduction always ends up costing them more in the end.

Just yesterday my company had to spend almost a million dollars on a tool to fix gating issues that was a direct result of trying to make the tool cheaper, they originally only saved 100k and where giving each other high fives, now after the fact it's costing them dearly and they look like fools.

Build it right the first time and just factor it as a cost of doing business, GM Chrysler and Ford all went down the cost reduction way of life and it nearly killed them.

Cost reduction isn't a bad thing until it starts messing with the customers safety and or the quality of the car.
