I'd be inclined to add a coolant heater, which not only keeps the engine warm but also greatly reduces the time it takes for the heat to come up. The temperature here hasn't broken -18C with night time drops to -24C for the last two weeks and my car hasn't had any problem starting, it just takes longer than usual to get heat. I do keep it on a battery tender, though.
