Yes, it is intermittent. When I had my car, it would stop without a problem 99% of the time, but I knew when it was not going to stop as when I starting applying brake pedal pressure it didn't feel normal and the car would glide to a stop. This problem does not happen all the time, which makes it very hard to figure out.
