That's because in NA we enforce whatever laws we feel make more money and can't be as easily disputed. Most states have a "keep right to pass law" is it ever enforced? No because there were lawsuits against police departments and it was too easy to get out of the tickets. So instead they worry about the car that can do 200 mph doing 10 over the speed limit. It's like in NY upstate, the interstate is a 65 mph zone with 2 lanes on each side, you get onto the state road which is 4-5 abreast at all times in each direction it drops to 55, if you can explain 1 reason other than being able to give people tickets easier why that's necessary considering the traffic isn't even as bad as the interstates id love to know
