As a turbo is driven partially by heat energy, a blanket ensures less heat energy is lost, and therefore more available to drive the turbo. This is a universally accepted fact.
However, I would be absolutely amazed if you would notice any kind of performance increase due to said blanket. This is not only due to a blanket making a minimal thermal difference, but also that at some point....fairly soon, the wastegate starts dumping excess exhaust energy....at which point having the most efficient thermal management is rendered useless.
