If you decline their second offer then you are likely to go down an ugly path where you hire a DV appraiser, they hire a DV appraiser, they both come to individual conclusions then meet and agree on a final value. If this ends up not in your favor you just spent even more, if it ends up in your favor, you'll get reimbursed the fee you paid and be awarded the higher amount.
