Basically, CA can now detect if your DME has been remapped and it's an automatic referal to State Ref if you fail.
Correct, you need OEM software on the DME to pass in California: https://www.bar.ca.gov/ARSC/Newslett..._Modifications

I don't know for sure if other states have followed. I thought FastF30 passed on NY while still tuned, but perhaps he can confirm. NY and the tri state area are fairly closed behind CA in terms of regs, but still more lenient. I would just do research for NC specifcally.
