hi, I have the same problem on my car - all I can see in the Connected Drive menu are 3 phone numbers.. nothing else.
I have ordered all possible options (RTTI, Concierge, Apps, everything...). My car is one of the last pre-LCI cars built (it is 4 weeks old...).
I have contacted BMW distributor in my country (Slovakia) but they are unable(??) to help me. They said that they have contacted technical support (I guess in Germany??), but this far I haven't got any reply from them...

I think they forgot to activate something in the factory...
