BM3 wouldn't be considered "best" because of some meaningless specs on an OTS tune. BM3 would be considered superior because it is a more proven and robust platform. Also, there is a much larger pool of custom tuners just due to it's popularity.
And as has been said, you absolutely are not getting 290-330 whp. Those numbers would even be generous at the crank for a 320i. From their website, it even shows that their dyno is reading high. I'd be discouraged from buying their product simply by the fact that they would post such skewed numbers.
And no, it does not require a PC. A phone and an OBD2/wifi adapter is all that is needed. Both things that would also be needed for the MG.
Overall, I'm not saying it wouldn't be a fair option to consider, but BM3 has a larger community and more robust features etc.
