I won't say not optimal, but it wasn't designed for performance. The N55 is offered in practically every model so the focus was on efficiency and low-end. Thing is, there was still a lot of room left for BMW to go without sacrificing a material amount of drveability and response resulting in much greater output. There's really no practical benefit to a turbo which is fully spooled by 1900 RPM unless you're in a diesel truck used for towing.
